At 10:06 a.m., the regular monthly meeting of the Virginia Racing Commission (VRC) was called to order by Chairman Siegel.

The minutes of the regular meeting held on January 17, 2012 were unanimously approved.

During Commissioners Comments, Commissioner Dawson informed the Commission that Mignon C. Smith, a well-known Virginia horse owner and breeder of Mede Cahaba Stable & Stud, LLC died. Chairman Siegel asked that Bernard Hettel, Executive Secretary offer condolences on behalf of the Virginia Racing Commission.

During the Breeders Fund Standardbred Subcommittee report, Vice Chairman Sarge Reynolds read the following motion:

The Standardbred Subcommittee recommends the following expenditures from the Standardbred portion of the Virginia Breeders Fund for 2012:
1. $240,000 to partially fund 8 Virginia-bred Stake races to be contested at Colonial Downs on Sunday, October 14th;
2. Approximately $18,000 for a 20% owner’s bonus program for Virginia-bred horses that finish first through fifth in unrestricted races during the 2012 meeting at Colonial Downs;
3. Approximately $12,000 for year-end awards to the breeders of Virginia-bred horses; and
4. $50,000 to the Virginia Harness Horsemen’s Association for the administration of the fund.
The motion was seconded by Commissioner David Reynolds and unanimously approved.

It was moved by Commissioner Carol Dawson to amend regulations pertaining to Chapters 50, 60, 80, 110, and 180 as final amendments. Seconded by Vice Chairman Sarge Reynolds and unanimously approved.

It was moved by Commissioner Dawson to approve the Colonial Downs request in connection with its Second Tri Promotion through October 10, 2012 to evaluate the promotion with an expiration date of October 31, 2012. Seconded by Commissioner David Reynolds and unanimously approved.

There being no further business, Wednesday, May 9, 2012 at 10:00 a.m. was set as the date and time of the next meeting to be held at Horsemen’s Building, 10700 Horsemen’s Road, New Kent, VA. The meeting was then adjourned.

Preceding the regular monthly meeting, an Informal Fact Finding Conference was held on the subject of the proposed Major Willy’s Satellite Wagering Facility. Following the discussion, Vice Chairman Sarge Reynolds made the motion to approve. Seconded by Commissioner Dawson. The motion carried four for, none opposed.
