At 9:30 a.m., the monthly meeting of the Commission was called to order by Chairman Burnett.

The minutes of the August 19, 2009 meeting were approved unanimously.

Mr. Harrison reminded the stakeholders that the Commission set December 1 as the deadline for submitting requests for the 2010 Live Racing Dates.

The Steward’s Report prepared by Jean Chalk was submitted for information only.

The Equine Medical Director’s Report prepared by Richard Harden was submitted similarly. He suggested the controls be tightened with respect to stall management and tracking the horse’s location once they arrive on the grounds.

In the absence of Craig Andow, James Weinberg, Counsel for Colonial Downs commented positively on the standardbred meet thus far. Mr. Weinberg also reported that EZ Horseplay, Colonial Downs’ account wagering platform is contributing one percent to the Breeders Fund as mandated by the statue that went into effect July 1.

During public participation, Marty McClain, an owner expressed her concerns about the safety of the administration of Lasix process at Colonial Downs especially if you have a difficult horse. Mr. Chalk informed Ms. McClain that there is a meeting with the horsemen’s rep every week and the issue was brought up and they are working on a solution to the problem.

“There being no further business,” October 21st was set as the date of the next meeting to be held at the Horsemen’s Building, Colonial Downs, 10700 Horsemen’s Road, New Kent, VA. It was moved, seconded, and carried to adjourn this September, 2009 monthly meeting of the Commission.
